  1. First, preheat the oven to 350°.
  2. Next, line the muffin tins with cupcake liners.
  3. Then, sift together the flour, cocoa powder, baking powder, baking soda and salt, then set it aside.
  4. In a separate bowl, beat the butter, brown sugar and sugar with a hand mixer, until fluffy.
  5. Mix in the eggs one at a time, then add the vanilla extract.
  6. Next, add the milk and sour cream and then continue to mix, until fluffy.
  7. Add the dry ingredients to the wet ingredients, and and mix them together.
  8. Scoop the batter into the cupcake liners, about halfway full.
  9. Bake for 15-18 minutes, or until the toothpick comes out clean.
  10. Allow to cool before adding the icing.
  11. In a bowl, add the icing and a few drops of food coloring, and mix completely.
  12. Add to a Ziploc bag, and snip the corner to decorate the cupcakes.
